Scope and Contents
Minute from WSC [First Lord of the Admiralty] to the Secretary [Sir (William) Graham Greene] and the 1st Sea Lord [Prince Louis of Battenberg, later 1st Lord Milford Haven], on Japan's offer to provide warships to relieve British warships on the China Station. WSC suggests that they ask for two armoured cruisers capable of hunting in the Marshall Islands, and two or three light cruisers to hunt for the Emden in the Indian Ocean.
