Minute from WSC [First Lord of the Admiralty] to the Prime Minister [Herbert Asquith, later 1st Lord Oxford and Asquith] and Sir Edward Grey [Foreign Secretary] on a possible meeting between himself and Grand-Admiral Alfred von Tirpitz [German Lord High Admiral], to discuss limiting naval armaments. Suggested topics for discussion include: WSC's proposal for a "Naval Holiday"; Tirpitz's most recent speech on Naval Estimates, on limiting ship size; reducing the concentration of fleets in home waters; abandoning secrecy in ship-building.
