Letter from Rear-Admiral Sir Archibald Moore [Commander, 2nd Battle Cruiser Squadron] (HMS Leviathan) to WSC [First Lord of the Admiralty] on his regret at leaving HMS New Zealand and HMS Invincible, recommending Commander Henry Grace for promotion to Captain. Moore states that he has a low opinion of the fighting qualities of his new ship, HMS Leviathan, of the 1st Cruiser Squadron, and lists the drawbacks of that class of ship. Also includes covering note from WSC to the 1st Sea Lord [Admiral of the Fleet 1st Lord Fisher].
