Scope and Contents
Minute from WSC [First Lord of the Admiralty] to the 1st Sea Lord [Prince Louis of Battenberg, later 1st Lord Milford Haven], recommending the appointment of Rear-Admiral John de Robeck for a regular command afloat, suggesting his appointment as 2nd in Command of a Battle Squadron. WSC states that de Robeck was better suited for the regular duties of a sea officer than for the special work of Admiral of Patrols, in which "considerable tactical ability ... and a marked appreciation of tactical and strategic conditions" were required". WSC states that Rear-Admiral Sir Robert Arbuthnot would be a good candidate, but that his "tact and temper would be a handicap to him in a position where he would have the opportunity of quarrelling with so many people". WSC also recommends Rear-Admiral Arthur Leveson for the post of Director of Operations, and Captain Henry Oliver as Director of Naval Intelligence; also commenting on the possibility of appointing Admiral Sir Reginald Custance as Chief of the War Staff.
