Scope and Contents
Letter from WSC [First Lord of the Admiralty] to [1st Sea Lord Prince, Louis of Battenberg, later 1st Lord Milford Haven], reporting his meeting with Vice-Admiral Cecil Burney [Vice- Admiral commanding the 3rd Battle Squadron] in Ragusa [Dubrovnik, Yugoslavia, later Croatia]. WSC confirms that Burney and the 3rd Battle Squadron would leave the Mediterranean at the earliest possible moment and that Burney would hand over to Vice-Admiral Lewis Bayly before the Summer Manoeuvres, and take over the command of the 2nd and 3rd Fleets from Vice-Admiral Sir Frederick Hamilton in December 1913. WSC also comments on subjects including: the plans for the visit of the French Minister of Marine; the state of the Executive List; the need for an Order in Council, permitting the Board of Admiralty to pay full allowances to officers compulsorily retired in cases where no misconduct was alleged; and the British Naval Mission to Greece.
