Letter from WSC [First Lord of the Admiralty] to [Admiral Sir William May] asking him to act as Umpire-in-Chief for the Grand Manoeuvres. WSC states that he does not feel that it would be necessary for May to go to sea, as the area was too wide to be covered by a single ship, and suggests that he attend at the Admiralty, with a staff of Umpires and Assistants of his choice. [Carbon copy].
