Letter from Lewis Harcourt [Secretary of State for the Colonies] (14 Berkeley Square [London]) to WSC, reporting his meeting with George Foster [Canadian Minister of Trade and Commerce], who stated that the position of the Government of Canada would be much easier if they made their emergency contribution [to the defence of the Empire] in Dreadnoughts rather than cash, so that Canadians could see what was being done with their money; Foster had also asked if it would be possible for Britain to express a preference for Dreadnoughts over cash.
