Letter from Herbert Asquith [Prime Minister, later 1st Lord Oxford and Asquith] to WSC, reporting a meeting with 1st Lord Stamfordham [Private Secretary to King George V] on the Birthday Honours List, stating that the King was anxious to announce the two naval KCBs [Knight Commander of the Bath], and was "distressed" at the idea of a blank sheet for the Royal Navy. Asquith comments that he had made clear WSC's invidious position with 40 CBs [Commander of the Order of the Bath] at his potential disposal, and a number of able officers deserving reward, "but a legal disability to bring together supply and demand"; he assures WSC that the King, as a sailor, was sympathetic, and suggested the establishment of a Committee of Enquiry chaired by Prince Louis of Battenberg [2nd Sea Lord, later 1st Lord Milford Haven], suggesting that WSC should be content with this and submit the two KCBs without delay.
