Minute from Prince Louis of Battenberg [2nd Sea Lord, later 1st Lord Milford Haven] to WSC, First Lord of the Admiralty, on the appointment of Admiral Sir William May as Chief Umpire at the forthcoming Manoeuvres, suggesting that he be provided with a headquarters at the Admiralty, or at Admiralty House, Devonport [Devon], rather than a flagship at sea; he also suggests that the press be banned from the Manoeuvres: "We have had bitter experiences with them in the past and I hope never to see them allowed on board ship again!". Annotated by WSC "Oh! Pray remember I was once one of those creatures".
