Minute from WSC [First Lord of the Admiralty] to the 1st Sea Lord [Prince Louis of Battenberg, later 1st Lord Milford Haven], stating that as the German battle cruiser Goeben was now stationed permanently in the Mediterranean, the Royal Navy should consider raising its force there from four to five battle cruisers, creating a new cruiser command, which he proposed to offer to the 3rd Sea Lord [Rear-Admiral Archibald Moore].
