Minute from WSC [First Lord of the Admiralty], to the 1st Sea Lord [Prince Louis of Battenberg, later 1st Lord Milford Haven] and 2nd Sea Lord [Vice-Admiral Sir John Jellicoe], and the Naval Secretary to the First Lord [Rear-Admiral Dudley de Chair], expressing doubts over the appointment of Rear-Admiral Henry Tottenham to the Training Service, describing him as a "competent sea officer", but "soured in temper, rough in manners, and with a very limited outlook"; he recommends Rear-Admiral Horace Hood or Rear-Admiral Arthur Limpus instead.
