Letter from Admiral of the Fleet 1st Lord Fisher [the Excelsior, Naples, Italy] to WSC, with congratulations on the appointment of Sir Francis Hopwood [as additional Civil Lord of the Admiralty, later 1st Lord Southborough], citing examples of waste in the Admiralty; also deeply regretting WSC's "halting steps about submarines", stating that they were the one "strategical and tactical requirement both in a war with Germany and to attract the United States to us"; also hoping that he had met Vice-Admiral Sir John Jellicoe: "Quite likely you will be disappointed.
