Scope and Contents
Letter from WSC to "Hopie", 2nd Lord Linlithgow [earlier Lord Hopetoun], congratulating him on his appointment as Viceroy of India, remarking that "If anyone could bring the new constitution into effect without a disaster, you are the one". WSC fears that there will be increasing ill-will in India and deterioration of services, for which the Imperial Power will be blamed. He adds, however, that "As long as the Princes are not nagged and bullied to come into Federation, you need not expect anything but silence or help from us", and that "We shall count more in the new Parliament than in this fat thing".
