Copy of a letter from Admiral Sir Lewis Bayly (Fawns, Wellington Avenue, Virginia Water, Surrey) to WSC, explaining that although 20 years before he had hoped never to see or hear from him again [after WSC's report blaming him for the loss of the Formidable in 1915], having recently met him at the Naval Review, he is now writing to pay tribute to WSC for his role in forming the Fleet. He deeply regrets that the great part which WSC "played in bringing the Navy up to its splendid strength in 1914, was not more fully recognized in this so called naval review".
