Scope and Contents

Copies of 4 letters from WSC (105 Mount Street [London], and Gopsall, Atherstone, Leicestershire) to Sidney Low, on Low's nomination as an Alderman on London County Council, WSC's wish that he could have accepted a nomination, and belief that if the Moderate Party on the Council are to do anything, they need a clear programme with 1 or 2 main principles; WSC's proof reading of Low's book ["Dictionary of English History" or "The Governance of England"]; WSC's support for 5th Lord Rosebery's position midway between the 2 political parties, "one of which cares nothing for the Empire abroad, and the other nothing for the people at home"; the need to know the precise details of Joseph Chamberlain [Secretary of State for the Colonies]'s plans [for tariff reform and Imperial Preference] before the general election, considering that if these are forced upon them in the autumn the Conservative Party will be utterly ruined, but that Chamberlain's best chance of getting the plans through will be to leave the issue vague; WSC's own determination not to support any tax on food now that the whole principle of Free Trade has been challenged. [Covering letter CHAR 2/236/39].
