Stating that there was dissatisfaction in junior ranks because of the "practical ignorance" of their seniors. Praising the efforts of the Secretary of State for Air, Lord Londonderry for trying to raise the standard by personal example, but stating that he could not succeed without strong public backing, enclosing 6p typescript memorandum "Notes on the Air Situation".
