Letter from The Duchess of Atholl to WSC, asking if would be willing to see F C Newman, who had recently retired from the Punjab Police, after 40 years' service in India. Stating that Newman felt that any grant of self-government would give political power to the money lenders, as even if the enlarged electorate was to large to be bribed, the money lenders controlled 90% of the agriculturists.
