Scope and Contents
Letter from WSC to Sir Michael O'Dwyer, stating that he was "disturbed" by O'Dwyer's declarations in the "Morning Post". Commenting that with great difficulty they had got the Indian controversy on to lines which the public could understand, "No Federal Home Rule till the Provinces have proved that they can govern themselves well". Stating that O'Dwyer's elaborate alternative scheme conceded the principle of federation and confused the issue. Although he could understand them they were not capable of simple and brief statement and would be impossible to explain to the National Union [carbon].
