Scope and Contents

Letter ? from to WSC giving detailed criticisms of the White Paper proposals on India, attacking the way the proposals have been handled by Sir Samuel Hoare [later Lord Templewood] and Stanley Baldwin [later Lord Baldwin], and arguing that provincial autonomy should be granted with the Governor-General in Council retaining full power in the centre without interference from the Secretary of State, since Indians have reasons to feel aggrieved about past interventions by Whitehall in their affairs. Annotated: "no indication whatever must be allowed to leak out as to the source of this - even if you guess it.".
