Letter from Stanley Baldwin [later Lord Baldwin] (Privy Council Office) to 1st Lord Greenway [earlier Sir Charles Greenway] asserting that the appointment of a Socialist or Congress-supporting Governor-General would have to be accompanied by a number of even more important difficulties and asserting that the present Government's reforms, by conciliating moderate Indian opinion, increase the chances of this situation being avoided.
