Letter from Patricia Knight, private secretary to Sir Louis Stuart, secretary of the Indian Empire Society (28 Alfred Place, [London]) quoting Stuart as believing that the allegations of bad treatment by Sikh contractors of labourers engaged in building New Delhi contained in a letter from the Rural Reconstruction League of India could well be true and attributing such injustice to the decline in the standards of the Indian Civil Service resulting from the increasing number of Indian recruits.
