Letter from P B Seal and A J Patel [Secretary and Assistant Secretary of the London branch of the Indian National Congress] (20 Stafford Road, Kilburn Park, [London]) to Stanley Baldwin [Lord President of the Council] claiming that the safeguards and the Viceroy of India's reserved powers under the proposals of the Round Table Conference are much stronger than the official report of the Conference implies, which has in effect been admitted by the Conservative delegates to the Conference, and that therefore the Conference is "a mean deception of India".
