Scope and Contents
Memorandum [by Leonora de Karatieff, the English wife of a Russian nobleman] describing the general discontent in Russia with the Bolshevik regime and arguing that Britain could easily defeat the Bolsheviks in war and that the people would welcome being under British rule because it would enable Russia's vast economic potential to be realised. Argues that France, Germany, the United States, Japan and the League of Nations could not justifiably protest against Russia becoming a British colony, which "would be the beginning of the creation of only One Empire, and Peace on Earth."
