Letter from WSC to H A Gwynne arguing that the Bolsheviks will use their attendance at the Genoa Conference for propaganda purposes at home and that in the unlikely event of their reaching an agreement at the Conference, bringing the threat of a rift between Britain and France, "a very grave issue will be raised on which in the first instance the Cabinet must pronounce."
