Letter from [WSC] to Victor Cazalet explaining why the Allies helped the anti-Bolshevik forces in Russia and arguing that now those forces have been defeated there is no reason why the Government should prevent people trading at their own risk with the Bolsheviks, who now have to be left to show whether or not "they intend to observe the ordinary conduct of civilised nations in their relations to the outer world."
