Letter from WSC (War Office) to Sir William Robertson Nicoll responding to an article in the British Weekly by stating: that the responsibility for military intervention in Russia lies with the Allied governments collectively and not with himself individually; that he has withdrawn British troops from Russia rather than added to them; that he did not attempt to prevent the Supreme Allied Council taking the decision to resume trade relations with Soviet Russia; that he did not press for the despatch of British troops to the Caucasus; that the Allies should have made a concerted effort to bring Finland, Estonia, Poland and Romania into the anti-Bolshevik struggle; that the Allies had the right to insist on reforms of the administrations of Alexander Kolchak and Alexander Denikin; that only Denikin is preventing the Bolsheviks doing great damage to British interests in the East.
