Letter published in the Echo Belge from "Commandant X" [Maurice Genard] to "a Citizen of Antwerp" praising the efforts of the Belgian army in October 1914 and explaining why Antwerp was allowed to be bombarded and why part of its garrison was interned in the Netherlands.
