Letter from [WSC] to Percy Illingworth [Liberal Chief Whip] explaining that the possibility of his visiting Canada and his work at the Admiralty mean that he cannot commit himself to speaking engagements. Recommends Lionel Yexley, editor of the "Fleet", to be the candidate for Portsmouth [Hampshire] and stresses the importance to the Government of the forthcoming parliamentary session. Suggests reviving the system of dinners introduced during the Budget of 1909 to enable ministers to keep in touch with their supporters. Typescript copy.
