Letter from Admiral Sir Berkeley Milne to [?] on: Germany fomenting trouble in the Balkans and using Austria as an instrument to promote her designs on Turkey; the German desire to use Corfu [Greece] as a naval base; the expectation among the Germany "Military Party" that war will come next spring; the building of a road, evidently for military purposes, between Berlin and Hamburg; the spying activities of German officers; German scorn for what is seen as British weakness and the consequent need for Britain to be perceived as being fully prepared for war and for France to resist German claims; the desire of the German emperor [Kaiser Wilhelm II] for good relations with Britain and the decline of his influence; the rise of a rich and aggressive class in Germany.
