Letter from Moreton Frewen (Jules Hotel, Jermyn Street, [London]) to WSC stating that he has written a digest of the reports by United States consuls in the Far East and suggesting that it be sent to British consular agents for review with a view to a Royal Commission on the Eastern Exchanges. Frewen has been asked by the Washington Commission to go with a sub commission to China and India, but he dare not go to India.
