Letter from Moreton Frewen (Jules Hotel, Jermyn Street, [London]) to WSC stating that he has written a digest of the reports by United States consuls in the Far East and suggesting that it be sent to British consular agents for review with a view to a Royal Commission on the Eastern Exchanges. Frewen has been asked by the Washington Commission to go with a sub commission to China and India, but he dare not go to India. Refers to the starvation of hundreds of thousands of natives due to the closure of the mints. Signed and annotated typescript.
