Scope and Contents
Letter from Arthur Balfour [later Lord Balfour], Prime Minister, to WSC, stating that the Government Whips had understood from WSC's speeches that he no longer wished to be counted as a supporter of the Government, and that he (Balfour) was delighted that this was not the case, accepting WSC as a "loyal, though independent supporter of the present Administration", indicating that in his opinion the Whips' action was justified, accepting that WSC's remark "Thank God we have an opposition" was capable of misinterpretation, but not his letter to the electors of Ludlow [Shropshire], apparently advising them to vote against the Unionist candidate [typescript copy].
