Correspondents include: Gilbert Upcott [Deputy Controller, Treasury], the High Commissioner for the Malay States [later part of Malaysia, Sir Hugh Clifford], and Secretary of State for the Colonies [Leo Amery] (2) on rubber restrictions; Sir Francis Floud [Chairman, Board of Customs and Excise, from 1927], Sir Horace Hamilton [Chairman, Board of Customs and Excise, until 1927] (2), and Sir Otto Niemeyer [Controller of Finance] on the tariff on imported consumer goods.Also includes WSC and ?Financial Secretary to the Treasury [Walter Guinness, later 1st Lord Moyne] on the Southborough report on the civil service; a leaflet on the National Savings Movement; details of the exchequer account, and steel imports and exports; copies of: "The safeguarding duties" speech by 1st Lord Arnold from 1928; "Industrial peace - capital, labour, and consumer" (1919) and "Unemployment and the Gold Standard" (1921) by T B Johnson (with a copy letter from 1st Lord Milner from 1920); details of various imports.
