Bernal was appointed to the Civil Defence Research Committee of the Ministry of Home Security, which first met on 12 May 1939. In September 1939 he started work for the Ministry of Home Security, based at Princes Risborough. From April to May 1940 he visited France. During 1940 Bernal was appointed to scientific advisor to Lord Louis Mountbatten, head of Combined Operations.
