Scope and Contents
Correspondence and parliamentary questions relating to the Holmes Circular, January to June 1911 (other correspondence concerning this matter is located in scrapbook 8). This Circular, written by the Senior Inspector at the Board of Education, commented slightingly on the education, social background and standing of School Inspectors.
