Scope and Contents
'Memorandum. in respect to the recommendation in the letter of Mr. Behrens, dated 22 Mch 1879 to the Marquis of Salisbury, that Invoices should be required at the Customs' by Alfred Wilkin.
Alfred John Wilkin was a member of Wilkin & Robison and chairman of the Yokohama Chamber of Commerce.
