Scope and Contents
A memorandum (in French) in Parkes' hand of a conference between 'le Chargé d'affaires du Roi', 'le Ministre Higashi Kuzé Chiyo' and 'le Hanji [judge] Yamagutchi' held on 25 August 1868, concerning the admission of merchant consuls to Japan. The document is labelled at the top 'Communicated by M. von Brandt to Sir H. Parkes. Aug. 31. 1868.'
