A letter from Joseph Russell, Yokohama, to Parkes, 12 December 1870, 1 bifolio, enclosing press copies of a protest made by Horatio Nelson Lay against an edict of the Japanese government of 29 June 1870, dated 8 October 1870, 4 folios; a letter from Lay, London, to the Directors of the Oriental Bank Corporation, 8 October 1870, 6 folios; a letter from Charles James Fife Stuart, London, to Lay, 21 October 1870, 5 folios; and a letter from Russell, Yokohama, to Date [Munenari], Okuma [Shigenobu] and Ito [Hirobumi], 12 December 1870, 2 folios. There is also an envelope addressed to Parkes, labelled 'Mr Lay's manifesto'.
