Memorandum re Russian, Japanese and Chinese telegraphs, 1869
Scope and Contents
A fair copy (in French) of 'Concession pour la pose de câbles électriques entre le littoral russe, le Japon et la Chine', an undated memorandum copied from the 'Recueil de lois et décrets du Gouvernement', 105, 14 November 1869, incorporating the text of a concession confirmed by Tsar Alexander II at Tsarskoe Selo on 11 October 1869 and signed by Hans Jessen Pallisen and 'Timâchef' (Aleksei Aleksandrovich Timashev-Bering ?), authorizing the joining of Russian telegraphs with cables starting in Japan and China. The document includes annotations in English in Parkes' hand.
