Scope and Contents
Applications for loans 'on liberal and exceptional terms in aid of certain classes of what are called reproductive works' raise serious questions; State does make loans advantageous to borrower 'for a number of purposes of public utility'; to alter low rates in a particular case would bring a flood of applications; Sligo Harbour is one in question, where works must be suspended and labourers dismissed unless a low rate loan is made; 'We are withholding an official answer to your official letter till we see what view Parliament takes of our Relief Bill'
