About an alleged plan to annex Portugal to Spain; many believe French agents are encouraging the plan and wish to overthrow the Spanish dynasty; 'Iberia', newspaper of the ultra-liberal party, publishes letters from Portugal encouraging a union; it is thought that the British government is not seriously opposed; Buchanan has said there is no ground for such a view
