Scope and Contents

Observations on recent proposals of Manchester Church Reform Association, said to be with Bishop's approval; statement of his views on reform, since his appointment in 1847; he does not object to principle of division of parish in Bill; provision has been made to pay Chapter surplus to Ecclesiastical Commissioners: this should be secured for new endowments; they should wait for Commission inquiring into Dean and Chapter revenues; Dean and Chapter ready to establish an endowment fund, if "rich merchants and manufacturers" will support it; it is said that "this new Church Reform league, if they succeed in what they now aim at, mean to exercise themselves in promoting agitation amongst Cathedral institutions generally"; clauses would give Bishop right to dismiss Canons
