Scope and Contents

The loss of a royal warrant defining the powers of the secretary-of-state for war and controlling certain powers of the commander-in-chief; the general opinion in Cabinet seems to be that 'the separation between the functions of the two offices, though real, is difficult of definition, and that differences of opinion and disputes have been avoided rather by mutual forbearance than by precise rules'.
