PJ. The Archives of the Netherlands Ministry of Foreign Affairs has supplied the following biographical note: Joan Adriaan de Vicq was born at Hoorn, on 11th October 1856. He took his doctors degree in political science at Leiden University in 1884. His consular career started in 1882 as trainee consul in The Hague; in 1884 he was nominated Consul at Djedda, in 1889 Consul-General in Melbourne, and in 1896 Consul-General of the Netherlands in Singapore, where from 16th March 1899 onwards he was also in charge of the Italian and Portuguese Consulates. He was an Officer in the Order of the Crown of Italy as from 34th June 1895, and by Royal Decree of 31st of August 1895 was nominated Officer in the Order of Orange Naussau. On 4th September 1899, Dr De Vicq died of a fractured skull as a result of a fall from his horse.
