'Recollections of Kuala Lumpur', 1961
Scope and Contents
Reminiscences by Coe upon his three periods of service in Kuala Lumpur.
1. 2nd Assistant Secretary in the Federal Secretariat between 1912 and 1915, drafting papers and letters for the Under Secretary and compiling the Civil Service List and Annual Federal Estimates. Coe describes the working and living conditions of junior officers, the colleagues he served with, the suppression of gambling, and volunteering to serve in the First World War.
2. This section describes Coe’s return to Malaya in 1919, in which he served in the above posts, but at higher classes, until 1923. He was responsible for revising the salary schemes of Asian officers and compiling the registers of patents and Christian marriages. Coe notes the consequences of economic depression as well as improvements in public health and transportation, developments in the civil service, and the influence of Sir Laurence Guillemard as Governor of the Straits Settlements and High Commissioner for the Malay States.
3. Secretary for Postal Affairs and Director-General of Posts and Telegraphs between 1933 and 1942 when Singapore was surrendered to the Japanese (22 sheets). Coe discusses changes that had occurred since his earlier service in Kuala Lumpur, the employment of Malays in more senior posts in the civil service, the role of the Telecommunications Branch during the Second World War, and the operation of the Malay Post Office Savings Bank.
