Biographical / Historical
James Edward Hubert Gascoyne-Cecil (1861-1947), 4th Marquess of Salisbury, was born on 23 October 1861 in London, and attended Eton and University College, Oxford. He was the Conservative M.P. for the Darwen division, 1885-1892, and Rochester, 1893-1903, and the Chairman of the Church Parliamentary Committee, 1893-1900. During 1899-1900 he commanded the 4th Bedfordshire Battalion in South Africa. He succeeded his father as Marquess in 1903. Salisbury was Under-Secretary for Foreign Affairs, 1900-1903, and Lord Privy Seal, 1903-1905. He was a leading opponent of the Finance Bill in 1909 and the Parliament Bill in 1911. He was Lord President of the Council, 1922-1924, and Lord Privy Seal, 1924-1929. From 1925 to 1929 he was Leader of the House of Lords. Salisbury was Leader of the Opposition in the Upper Chamber, 1929-1931. He died on 4 April 1947 in London. Sir Thomas Drummond Shiels (1881-1953), Labour politician, was Under-Secretary of State for the Colonies, 1929-1931.
