Officials of twenty seven Labour Ministries and Departments in Colonial Territories and representatives of the Colonial Office met in Oxford for a specially convened Labour Administration conference. Photo shows delegates Mr D.S. Adegbenro (Western Region, Nigeria) and Chief Festus Sam Okotie-Eboh (Federation of Nigeria).
