Mr. Michael Stewart (left), Britain’s Secretary of State for Foreign and Commonwealth Affairs, makes the opening address to the St Vincent Constitutional Conference at Marlborough House. From right are St. Vincent representatives Mr. Oliver Sylvester, Mr. Ebenezer Joshua (leader of the Opposition), Mr. Hywel George (the Administrator), Chief Minister Mr. Milton Cato, Mr. J.F. Mitchell (Minister of Trade, Production, Labour and Tourism), and Mr. H.R. Tannis (Minister of State).
