At the front: replies from ITV companies to Shirley Littler's brief letter of congratulation to those who had retained their franchises. Not surprisingly, those who lost their franchises did not reply to her brief letter of sympathy. George Russell's speech at the Press Conference announcing the awards is behind these letters.
At the middle: papers relating to the Cambridge Convention of the Royal Television Society in 1991 which debated the legislation and procedure for handling the tender process under the title: 'Was there a better way?'. Shirley Littler's speaking notes are included, together with some press cuttings [see Littler 4/11 for video recording of same].
