Scope and Contents
Argues against the remission of school fees for the poor, on the grounds of fairness to those poor who do pay them and of the insignificance of the help compared to the cost of food and clothing. Proposes as a solution to the poverty of shirtmakers and charwomen, who are unlikely to organise or strike, that they should move to regions of higher wages. Unsigned draft.
