Text of the 2nd lecture, given by Professor Charles Goodhart of the London School of Economics at St Edmund's on Thursday 6 March 2008, on 'Risk, Uncertainty and Financial Stability'. Begins with a tribute to, and some biographical details of, Stephen Frowen, Anglo-German Economist and Fellow Commoner of St Edmund's (d. December 2007). Together with related correspondence with William (Bill) Keegan, March 2008, and an article in The Observer, 23 March 2008, in which Keegan mentions the lecture.
